Regional Outreach Coordinator

Job Description

Number of vacancies:

3 x 50% time (20h/ week), one in each following region:

  • Greater London (Expired)

  • Southeast England (Expired)

  • East Midlands (Expired)


Reports to: UK-Wide Outreach Coordinator & Project Manager

Position & Project Duration: 8 months fixed-term (Aug
 2022 to Mar 2023)


Working location: local area/region

Working hours: 20h/week (50% time), flexible working times

Expected salary: £1000/month (50% time), 8 months fixed-term (Aug 2022 - Mar 2023)

  1. Organise biweekly community activities, participate and lead engagement:

    • 2 activities/month for minimum total of 100 participants (minimum 1 in-person event)

      • (Sample ideas for activities: thematic seminars/webinars/workshops, small group discussions, interests/hobbies/sports activities, local tours/visits, social gatherings)

      • (Sample ideas for activities: Housing, education, employment, entrepreneurship, language learning/support, healthcare & mental wellbeing, taxation, insurance, driving, civic participation/voter registration)

  2. Reach out to BN(O)s and dependents (target: 50 people in 8 months) particularly focussing on:

    • recruiting volunteers to support the delivery of community activities

    • reaching out to vulnerable BN(O)s & BN(O)s not yet reached from Jan to Jun 2022

    • Tasks:

      • handle basic enquiries, look after their mental wellbeing, collecting/resolving issues, challenges and sentiments of the BN(O) community

      • escalate/refer more complex cases to the casework and mental health support teams, who will also provide some basic training and info-sharing

  3. Reach out to locals to encourage inclusive community participation and foster constructive interaction between locals and BN(O)s

  4. Coordinate with volunteers, mental health support team, employment team, and the UK-wide outreach coordinator to help support delivery of community activities where necessary

  5. Reach out to City Council representatives, local Councillors and MPs, establish and maintain relations/regular contact, invite them to join above community activities

  6. Be the main contact point with your region’s SMP representative responsible for BN(O)s, establish and maintain close communication, liaison, mutually and proactively share information, best practices, issues/needs/challenges of BN(O)s, help fill in SMPs’ knowledge gaps


*SMP = Strategic Migration Partnerships, which host the welcoming hubs for BN(O)s in 12 regions across the UK


  • There will be an additional, reimbursable: £100/month for travelling expenses/car mileage claims, and £300/month per region for venue hire.

  • Since this is a short-term project (further funding will need to be negotiated with the UK gov), there will be no pension, NI contributions or other benefits from either employers or employees.


Person Specifications


Essential qualifications:

  • Educated to GCE A level or equivalent or above


Essential skills and qualities:

  • Fluency in spoken and written English and Cantonese

  • Very strong interpersonal and communication skills

  • Ability to organise events including local forums, seminars and small-group discussions

  • Ability to lead and summarise group discussions, encourage inclusive participation and foster constructive interaction

  • Ability to effectively engage with the Hongkonger and UK communities, volunteers, colleagues and partners/stakeholders internally and externally

  • Ability to work independently, flexibly, calmly, and take on challenges with a positive attitude

  • Ability to initiate/self-start and solve problems

  • Ability to organise, develop work plans and schedules, meet deadlines and prioritise, work well under pressure

  • Ability to take and explain accurate information

  • Ability to manage resources and keep track of costs

  • Ability to provide regular project updates on progress and make timely adjustments where necessary

  • Ability to provide end-of-project reports on goals met, outcomes achieved

  • Good IT literacy

  • Experience in using various social media platforms (e.g. Facebook, Twitter, Telegram, Signal)

  • Understanding of and adherence to the principles of confidentiality at all times

  • Understanding and sensitivity of UK’s policies towards Hongkongers since July 2020

  • Understanding and sensitivity of the needs, issues and challenges of Hong Kong arrivals in UK


Desirable experience and knowledge in:

  • Working in community support/outreach work including casework/signposting, mental health/well-being

  • Managing or working in community projects/events

  • Organising forums, seminars, small group discussions

  • Engaging and liaising with local governments (e.g. councils, councillors), MPs and civil society actors

  • Working in multi-cultural projects and environments
